Reflektions

Our Mission & Values

About Reflektions

Since 2014, Reflektions Ltd. has been a certified provider of Home and Community-Based Services (HCBS) waiver supports in Delaware, Ohio — walking alongside individuals with developmental disabilities as they define, pursue, and achieve the lives they choose. Our work is grounded in the principle that every person, regardless of disability, holds the same inherent rights, dignity, and capacity for a full community life. We don't begin with a list of deficits; we begin with a person — their strengths, relationships, and vision for what a good life looks like.

Every support we provide flows from an individualized service plan developed with, not for, the people we serve. We work closely with each person, their families, and their team to ensure HCBS waiver funding supports outcomes that reflect genuine self-determination. Whether that means supporting someone in holding a job, building friendships, managing a household, or participating in everyday life, our goal is always community integration on terms the individual wants.

Established in 2014

A decade of dedicated, person-centered support in Delaware, Ohio

Reflektions operates in full alignment with Ohio Department of Developmental Disabilities (DODD) standards, applying evidence-based practices and normalization principles that have guided quality DD services for decades. We believe that the measure of a good support system is how little people need to rely on it — that true success looks like expanding independence, not deepening dependence. Our direct support professionals are trained to recognize that their role is to facilitate, guide, and advocate, while keeping the person they support firmly in the driver's seat of their own life.

In Delaware, Ohio, and the surrounding communities, Reflektions Ltd. has built a reputation for showing up — for individuals, for families navigating a complex waiver system, and for the broader mission of rights-based, person-centered care. We remain committed to the belief that access to quality developmental disabilities services is not a privilege but a right, and that every person we support deserves nothing less than our best.

Justin Livingston

CEO & Co-Founder, Reflektions Ltd.

Justin Livingston co-founded Reflektions Ltd. and leads the agency as Chief Executive Officer, setting its direction and safeguarding the quality of its day-to-day supports for individuals with developmental disabilities across Delaware, Ohio and the surrounding communities. First introduced to the field nearly two decades ago and working in it daily for the past 15-plus years, he has built Reflektions since 2014 around a single conviction: that every person, regardless of disability, holds the same inherent rights and the same capacity for a full, self-determined life.

A certified American Red Cross and HSI instructor, Justin keeps health, safety, and emergency-readiness training at the center of how Reflektions prepares its direct support professionals — ensuring the people the agency serves are supported by a team that is both compassionate and competent.

Outside of work, Justin's life is just as full. He treasures the time he spends with his wife, Samantha, and their six children — the family at the heart of everything he does.
